The Community Voice Network Will Bring This Vision Into Reality.
The Community Voice Network (CVN) is being built as an innovative, values-based, community-led information-sharing hub. While traditional economic dashboards only show where a community has been, the Community Voice Network will reveal an interconnected web of ongoing conversations which will bring that data to life. The Network will link local opportunities with immediate needs to reveal where the community is today, producing a clear, real-time reflection of local economic activity.
The Community Voice Network is at the heart of the Rural Islands Economic Partnership's Communities Talking Project – a Pilot being delivered for the rural islands of Cortes, Gabriola, and Quadra.
The Community Voice Network Goes Beyond Information.
Island communities already rely on informal knowledge: who can fix the engine. who bakes the bread, who is looking for work, and where local needs are going unmet. However, too often, valuable community connections get lost across text threads, social media groups, and bulletin boards. As a result, local spending leaks away, needs go undocumented, and communities are left without the evidence required to obtain the resources necessary for sustaining a thriving economy.
CVN will transform this scattered information by seamlessly connecting locals with nearby skills, services, and opportunities. Locals will be able to describe what they need or want to offer in their own words, without forms or categories. CVN allows users to ask "where do I fit in?" — individually as buyers, sellers, workers, and community members, and as organizations including chambers of commerce, economic development associations, business owners, and community service organizations.
Users will be able to custom-build the purpose of their connection: whether buying, selling, sharing, notifying, or inviting, you choose how you show up in the network. Locals stay in control of their notifications by choosing what updates are received. Participation can be ongoing or can adapt as individual requests or situations change. No new account or app is needed. CVN will adapt to the ways users already communicate.
The information supporting the Community Voice Network will come from multiple streams. Many island businesses and community organizations already conduct their own research, with rich narratives about their local economies and perspectives from island Indigenous communities. Regional, provincial, and federal sources such as BC Stats, BC Labour Market Analytics, and Statistics Canada will also be used to inform the Network.
Built On A Foundation Of Data Sovereignty
The Community Voice Network is designed around a simple and non-negotiable principle: every community and Nation retains full control, access, and possession of its own information. Data is not extracted, aggregated, or interpreted by outside institutions — it is held, shared, and used on each community's own terms, governed by their own protocols, priorities, and decision-making processes.
This means communities decide what is collected, who can access it, how it can be used, and when. Nothing about how a community's story is told or applied is determined without that community's consent.
Locally generated and locally evidenced, this information reflects real, lived conditions rather than assumptions made from the outside. This ensures that local voices guide local decisions — not external agendas, and not one-size-fits-all frameworks imposed from elsewhere. For the Community Voice Network data sovereignty isn't just a policy commitment; it's the mechanism that keeps power, knowledge, and self-determination held by each community, on their own terms.
Every story, insight, and connection captured through the Network adds to a living, evolving picture of each community — one that grows richer and more accurate over time — always shaped and safeguarded by the community itself.

- Inclusive Data— offering economic insights that supports the opportunity for First Nations Economic Development organizations and Indigenous community members to be accurately represented;
- Cross-Island Benchmarking— connecting communities so they can learn from each other's insights, experiences and findings;
- Real-Time Mapping— following live economic activity alongside historical data and Census milestones.
